Sierra Leone: Will President Bio Be Able Pass His Programme Through Parliament?

Julius Maada Bio of the opposition SLPP has been elected president, but was unable to win control of the country’s parliament – the legislature.

So how will he get his programmes and budgets approved, with the defeated APC having a majority, in parliament for the next five years?

What is certain is that the complexion of the new parliament will be a mosaic of party colours, dominated by four political parties: The main opposition All Peoples Congress party (APC), the Coalition for Change (C4C) led by Mr Samuel Sam Sumana, the National Grand Coalition (NGC) party lead by Dr. Kandeh Kolleh Yumkella, and the ruling SLPP.

On Thursday, 19th April 2018, the parliament of Sierra Leone will open its doors to old and new members of parliament. But they will need to elect a new Speaker of the House. How is this going to work, given the fact that the role of Speaker of Parliament is the most important source of power for a sitting government?

Theoretically, the Speaker could come from the opposition APC with their largest single majority in parliament. But the rules are much more complex.

According to Sheku Lamin Turay – the Senior Public Relations Officer of the Parliament of Sierra Leone, the current Speaker of Parliament – SBB Dumbuya, is still in post until a new Speaker is elected by MPs in the first sitting of Parliament, in accordance with Section 79 (5) of the 1991 Constitution of Sierra Leone.

For a new Speaker to be elected, a vote of not less than two-thirds of all the duly elected MPs, of which there are 132, alongside a total of 14 Paramount Chiefs, will be required.

Sheku Lamin Turay says that, if any of the nominated candidates fails to secure 97 votes, which is two thirds of 146 MPs, after three successive casting of ballots, it will be settled by a fourth option – a simple majority of 50% plus 1 vote, as stated in Section 79 (2) of the 1991 Constitution of Sierra Leone.

Voting for both the Speaker and Deputy Speaker of the House will be done by secret ballots.

Every MP will take and sign an oath of office which will be administered by the Clerk of the House, before they can participate in the election of the Speaker. The Clerk will preside over the election of the Speaker, and the Speaker will likewise preside over the election of the Deputy Speaker.

So how will SLPP get their programmes and budget through parliament?

The main opposition APC will have 68 seats; the ruling SLPP – 49 seats; the C4C – 8 seats; NGC – 4 seats. There will be 3 independent MPs, and 14 Paramount Chiefs, making a grand total of 146 seats in parliament.

The role of Dr Kandeh Yumkella and Sam Sumana’s C4C will be crucial in helping Bio achieve his economic strategy plans. This is what Dr Yumkella said yesterday:

In 2013 the Constitution of Sierra Leone which required those vying for the Speakership to have been retired Judges who had served in both the High and Supreme Courts of Sierra Leone, was amended by an Act of parliament.

The new constitutional requirement is that those seeking to become Speaker must be an MP of at least 40 years old, and had served as an MP for more than 5 years. This requirement applies to current and past MPs. The Deputy Speaker is also elected from among MPs for a period of five years.

But a huge dilemma for the ruling SLPP is that they do not have the majority that should guarantee the election of an SLPP MP as Speaker. According to Sheku Lamin Turay, the Office of the Speaker of the Parliament of Sierra Leone is an extension to the Presidency of Sierra Leone.

In situations where both the President and his Vice President are for any reason indisposed or unable to perform the functions of their offices, then the Speaker shall take the Presidential Oath of Office to be administered by the Chief Justice, and then act as the President of Sierra Leone.

Former FBI Director James Comey says “I don’t think Donald Trump is medically unfit to be President, I think he’s morally unfit”

According to former FBI Director James Comey in an interview since his firing,he says “President Trump is morally unfit to be the President.”

“I don’t buy this stuff about him being mentally incompetent or early stages of dementia. He strikes me as a person of above average intelligence who’s tracking conversations and knows what’s going on,” Comey said.

Speaking in an interview with ABC, Comey described the first time he met President Trump .

“My impression was he looked exactly like he did on television, except he looked shorter to me than he did on television, but otherwise exactly the same. And the reason I say that is most people look slightly different in person. I don’t know whether that’s bad or good, but he looked the way I’d seen him look on television” Comey said.

Saudi Arabia holds its first ever fashion week – ” no photographers and no men “

Saudi Arabia held its first ever fashion week last week. But photos of the latest fashion from the deeply conservative Muslim kingdom will not flood social media feeds because photograpers were not allowed. Men were also not allowed.

In spite of the absence of men and photographers, it was a noteworthy event, with designers Roberto Cavalli and Jena Paul Gaultier featuring alongside local designers. The inaugural Saudi episode of Arab Fashion Week ran from Apirl 10-14.

Men were allowed at the opening ceremony but the rest of the event was a female-only affair as models were not dressed in traditional abayas. The fashions that graced the runway were the type Saudi women might wear in private. In public they usually don a black, loose-fitting, floor-length cloak called an abaya.

There were restrictions on what types of clothes can be exhibited at the Riyadh show — no cleavage, nothing above the knee and nothing too transparent. Organizers were the only ones allowed to take pictures inside the tent and photos have to be cleared by government censors before publication.

The event is one of the new entertainment opportunities opening up recently in the ultra-conservative kingdom. It is one of a number of progressive moves made by Crown Prince Muhammad bin Salman, the kingdom’s de-facto leader, who is hoping to improve the country’s global image and attract foreign investors.

Layla Issa Abuzaid, country director for Saudi Arabia at the Arab Fashion Council, said when the project was announced: “The first Arab Fashion Week in Riyadh will be more than a world-class event. It is a catalyst through which we believe the fashion sector will lead other economic sectors such as tourism, hospitality, travel and trade.”

“We are so excited because this is the first fashion week in Saudi Arabia, so we are making history,” model Anita Dmycroska said.

Nigeria President, Buhari,To Visit The US…

Nigerian President Buhari will be the guest of US President Donald Trump on 30 April in Washington.

According to a statement by the White House, Trump will discuss issues such as promoting economic growth and fighting terrorism with Buhari. “The relationship of the United States with Nigeria is deep and strong, and Nigeria’s economic growth, security, and leadership in Africa will advance our mutual prosperity,” the statement said.

Nigeria has been combating the terrorist organization Boko Haram since 2009. The State Department under Trump approved the sale of 12 high-technology attack planes and equipment worth $600 million to Nigeria last year after the Obama administration halted the sale because of accusations that Nigeria’s air force was bombing civilians.

The scheduled meeting will be the second between the two leaders. Last year September, the two leaders met on the sidelines of the United Nations General Assembly, during a luncheon Trump held for a select group of African leaders.

The Nigerian leader who left Abuja for the U.K. On Monday, will attend the Commonwealth Heads of Government Summit which begins in London on 18 April and ends on 20 April.

Tulisa Flaunts her Bronzed Legs in Denim Mini-dress

She has just won her legal battle against Britney Spears and after suing them for being left out of writing credits on their hit track Scream & Shout.

And Tulisa looked positively delighted as she stepped out for dinner at upscale eatery Nobu in Mayfair, London on Friday night.

The former X Factor judge, 29, put on one of her most stylish displays yet in a thigh-skimming denim dress which boasted gold detailing.

Unable to wipe the smile from her face, Tulisa commanded attention as she strutted along to the restaurant in a pair of towering nude-coloured heels.

Tulisa Constostavlos Was Never Given Credit For One Of Britney Spears’ Hit Song

Back in 2012, singer-songwriter Tulisa Contostavlos co-wrote Britney Spears’ hit “Scream & Shout” with The futuristic electro-pop banger quickly went number 1 in the U.K., making it Spears’ first #1 there in a decade, Noisey writes. But while was featured on the track and credited as a writer, Contostavlos never received credit or monetary compensation.

The track, which was originally titled “I Don’t Give A F**k,” was reportedly meant to be released on Contostavlos’ album The Female Boss. Instead, it was given to Spears., Jef Martens, and Jean Baptiste were listed as songwriters. It’s hard not to speculate on an alternative reality where Constostavlos was the face of such a massive hit. Would the song not have been as big? Or would she have been catapulted from relative obscurity into mega stardom and an eventual Vegas residency? Unfortunately for her and us, we can never know.

But now, after winning a law suit she started 5 years ago, Contostavlos is finally getting the recognition she deserves. The case found that her vocals were still on the track, and has awarded her credit and 10% of world wide publishing rights and income for the song.

Michelle won a lot of hearts in America and all over the world with the way she carried herself as First Lady of the United States and a lot of people have wondered if she intends to run for President someday.

The former First Lady has said she has no intention of becoming president, then gave her reason for that.

Speaking at the 39th annual Simmons Leadership Conference, Mrs Obama said: “I don’t wanna be president, I don’t think i should be president.”

She added: “I think I can do a lot of things but that’s not one of them.”

She went on to say: “I know what I’m good at.”

She was also quoted as saying: “Just because I gave a good speech, I’m smart and intelligent doesn’t mean I should be the next president. That’s been our problem. We’re very shortsighted about how we think about selecting the commander-in-chief.”

Iran’s Women Soccer Team,Turns Out To Be Comprising of 8 Men

It has been discovered that Iranian soccer officials filled the women’s soccer team with eight big, strong, fast men.
Iranian soccer officials are accused of taking advantage of a sports policy which allows biological men to play on women’s teams if they believe they are women trapped in men’s bodies.

This policy was announced by the International Olympic Committee and allows men to participate in Olympic events without undergoing sex change procedures.

When the policy was announced, people worried that some countries would take advantage of the policies and replace their female athletes with men and just as feared, it happened, starting with Iran.

Iranian official, Mojtabi Sharifi, admitted that the men were waiting for sex change operations.
Reacting to this, soccer authorities have ordered that all 8 men undergo gender testing to determine their levels of testosterone. This isn’t the first time the Iranian women’s team has fielded men. There were rumors that the players were men in 2011 and random gender checks in 2014 revealed some of the supposed women were men.
The problem is complicated by the Iranian culture which prohibits women from traveling unless they are given permission by their husbands or fathers. For example, Niloufar Ardalan who was recently prevented from accompanying the soccer team to a game in Malaysia because her husband would not allow her to travel.

Man Sentenced to death by hanging for Killing A Girl He met On Facebook

He murdered a 15-year-old two years ago in Malaysia, after meeting under the pretenses of making outfits together was sentenced to death by hanging on Tuesday, April 3.

Ng Yuk Tim was killed by 23-year-old Poon Wai Hong between October 21 and 22, 2013. The suspect admitted to police that the incident occurred after befriending her within Kuala Lumpur’s online cosplay community.

Although the accused attempted to claim the incident was an accident, the judge ordered a mandatory death penalty.

Poon had used Facebook to invite the teen to his home under the pretenses of working on their costumes together, but instead then tried to rape her when she arrived. She resisted, and he told investigators it was then that he struck her in the head with a dumbbell.

Unsure of what to do with her body, he then packed her up into a suitcase and dumped her body along the road-side at Jalan Kebun Nenas.

Ng’s mother and friends posted several Facebook pleas, asking for anyone with any information regarding her whereabouts to come forward.

However, her body was later found inside a green suitcase, in the fetal position, wearing only a t-shirt and panties.

The teen’s tragic death also shook the cosplay community, where members often build virtual relationships of trust with each other.
